A York County high school student is Miss Pennsylvania’s Outstanding Teen. Officials say Jersey Gianna Smith of York was crowned after competing in the ceremony last week at the Appell Center. She was also awarded a $8,000 scholarship. Smith will compete in the national competition this August in Dallas, Texas.
